## BEACH BOULEVARD PROSTITUTION Addressing Human Trafficking in Anaheim

A New Approach to the Oldest Profession

The true life stories of disadvantaged girls, their capture by controlling and manipulating pimps, and their subsequent rescue have captivated the local human trafficking community.

# SUMMARY 

In 2010, the Anaheim Police Department Vice Detail recognized most prostitutes had similar backgrounds. The circumstances that lead them into prostitution caused investigators to realize they were actually victims of human trafficking. This shift in perspective coincided with a problem solving project in 2011 to address prostitution activity. It produced an innovative problem solving approach to "the oldest profession."

Beach Boulevard runs through Anaheim and is lined with budget motels. Prostitution along Beach Blvd. has been present for decades. Scantily clad women walking the streets were a customary feature for this part of Anaheim.

In 2011, Anaheim Police began receiving increased complaints of prostitution on Beach Blvd. The Beach Blvd. Prostitution Project was established. High traffic volume, cheap motels, off street parking lots and carports invite prostitution. Prostitutes occupy cheap rooms and there are numerous locations to discreetly meet customers.

Analysis of prostitute interviews revealed many were victims of human trafficking. The women expressed they believed selling themselves was the only way to survive. They had similar backgrounds including dysfunctional homes, few friends and dependency issues. Most were 18 to 29 years old and under the control of a pimp. They had no money and depended on their pimp for food, shelter and clothing.

The Anaheim Police Department made a dramatic change of tactics. The goal became to rescue and assist human trafficking victims; essentially, to reduce prostitution one life at a time.

The following actions were taken to make Beach Blvd. unwelcome for prostitution activity:

- Uniformed Deployment
- Neighborhood Watch
- Motel Manager Education
- Undercover Operations

- Community "Flashlight Walks"

The following steps were taken to rescue the victims and arrest pimps:

- Vice Investigators obtained solicitations and made arrests as before
- Investigators helped the women realize what placed them into prostitution and under the pimp's control
- Victim Advocates helped the women begin to rebuild their lives
- Evidence was gathered to build a case against the pimps
- Investigators searched for and arrested the pimps

The most significant impact of this project has been leading an innovative method to address "the oldest profession." Problem solving methods can impact a community problem yet also have a positive impact on the lives of individuals as well. Of the 29 human trafficking victims rescued by the Anaheim Vice Detail, 74\% have remained free from subsequent arrest and only three are known to have returned to prostitution.

# DESCRIPTION 

The Anaheim Police Department is located in Orange County, California. ${ }^{1}$ In 2010, the Vice Detail began to recognize that most prostitutes contacted and arrested had similar backgrounds. Analysis of their common circumstances and what led them into a life of prostitution caused investigators to believe they were not only prostitution offenders, they were victims of human sex trafficking. This shift in perspective coincided with a problem solving project to address prostitution activity along a highway through the city. It has produced a unique and innovative approach to addressing "the oldest profession."

## SCANNING

Beach Boulevard is a state highway that runs north and south through the west end of Anaheim. It is lined with low cost hotels, gas stations, convenience stores, mobile home parks, apartment complexes and a number of other retail and commercial businesses. ${ }^{2}$ Prostitution along Beach Blvd. has been present for decades. According to POP Guide No. 2 (2006) by Michael S. Scott and Kelly Dedel, "Street prostitution accounts for perhaps only ten to twenty percent of all prostitution, but has the most visible negative impact on the community." The obvious presence of scantily clad women walking the streets and loitering in parking lots had become almost an accepted feature for this part of Anaheim. ${ }^{3}$

Complaints of prostitution activity on Beach Blvd. increased in 2011. Residents reported that sex acts were being performed in carports. Discarded condoms littered grounds and confrontational prostitutes loitered along the sidewalk and nearby businesses. A review of crime data and calls for service showed an increase in prostitution related calls for service and crimes. ${ }^{4}$

Based on calls from the community and evidence of the increased activity, the Anaheim Police Department established the Beach Blvd. Prostitution Project in August 2011.

Community meetings were held to discuss concerns and obtain more information about prostitution in the area. A survey was completed by apartment complex residents, the West District Neighborhood Council and businesses that lined Beach Blvd. Anaheim's Crime Analysis Unit compiled the survey information which corroborated the perceived increase in prostitution activity with information from residents and businesses.

# ANALYSIS 

## THE LOCATION

An examination of Beach Blvd. identified a number of reasons it appealed to prostitution activity. It is a well traveled state highway lined by seventeen low cost hotels, twenty-three retail stores, nine commercial businesses, ten apartment complexes and two mobile home parks. Prostitutes are able to occupy cheap rooms and there are numerous locations to discreetly meet customers and perform sex acts hidden from public view. In addition, the volume of traffic running through Beach Blvd. ensures a steady stream of potential customers. 59,000 vehicles drive through Anaheim on Beach Blvd. each day.

A vacant restaurant, adjacent apartment complex carports, the backside of office buildings and a business rear loading area are among the numerous dark locations where prostitutes and their customers can remove themselves from view. However, evidence of their activity is found throughout the area. Discarded condoms are seen in gutters, parking lots, behind stores and in carports.

# THE CUSTOMERS 

This area has maintained a reputation as a place for prostitution, and this is well known to prostitutes and their customers as an easy place to conduct business. The highway is so well traveled that the sheer volume of motorists almost guarantees someone willing to pay for sex will drive by. Customers arrested in "stings" come from all over Orange and Los Angeles Counties. Analysis of men arrested for solicitation for prostitution revealed 69\% were between 20 and 49 years old, the remainder were over 50 years old. $70 \%$ of customers were from Orange County with $22 \%$ from Los Angeles County. ${ }^{5}$

## THE PROSTITUTES AND PIMPS

It was the analysis of the prostitutes that lead the Anaheim Police Department to adopt a new approach to address this problem. There have been in excess of one hundred prostitution arrests since January 2008. Virtually every female questioned expressed that prostitution was not their career of choice. A study conducted by Farley and Barkan (1998) showed that $88 \%$ of the prostituted women they surveyed wanted to leave the sex trade. Without exception, every woman interviewed by Vice Investigators believed selling themselves was their only alternative for survival. Further investigation showed these women had similar backgrounds and circumstances that drew them down the path to prostitution. Many were from broken or dysfunctional homes. They had few if any, real friends or family that cared about them. Some were addicted to drugs and many were alcoholics. Data collected from arrests and contacts showed most of these women were young, 18-29 years old. ${ }^{6}$ Bad circumstances and bad choices put them in a position of desperate vulnerability.

The following transition from boyfriend to pimp and girlfriend to prostitute is how most women explained their path into the sex trade. The woman and her situation were recognized by a man who inserted himself through affection, compassion and a promise to care. He became a boyfriend who listened, understood and shared the desire to have a future. The new boyfriend quickly made an offer. Leave with him and he would take care of her. Blinded by hope and the promise he cared, the young woman left for a better life. When the female committed, the man quickly moved her to another county or state, away from family and friends. Once relocated, the partnership of boyfriend and girlfriend rapidly transitioned into an abusive domestic relationship. The man completely dominated the young woman and controlled where she stayed, when and what she ate, what clothes she wore, what she did and when she did it. Even if the female was able to call for help, she had no friend or family member with the desire or means to travel and rescue her. She was told that money was needed, and she would have to earn it.

In their research article, Routes of Recruitment into Prostitution, Kennedy, Klein, Bristowe, Cooper and Yuille cite that "Black's (1990) law dictionary simply defines a pimp as someone who obtains customers for a prostitute. The reality of most pimps, however, is that they use manipulation, threats, and violence to keep prostitutes from leaving the trade and live entirely off the women they recruit into prostitution." Mental, emotional, and physical abuse were commonly used to keep the women generating money. Logic would indicate the manipulative and controlling ways of pimps would be recognized and rejected. Yet, due to fear or a desire to be cared for, most prostitutes actually attempted to protect their pimps. However, these women were promptly abandoned once they are either unable or unwilling to provide anymore revenue.

# ANALYSIS SUMMARY 

Our analysis revealed that high traffic volume, cheap motels, dark off-street parking lots and carports invited prostitution and other criminal activity along Beach Blvd. Prostitutes believed they had no other means of survival and were frequently protective of the very people who manipulated them into selling themselves to strangers. Although most prostitutes recognized their actions as illegal, a substantial number of these women were truly victims. Human trafficking can simply be defined as the recruiting, obtaining, or providing a person for the purposes of sexual exploitation through the use of force, fraud, or coercion.

Most pimps employed a combination of control methods to keep women working the street. Many prostitutes spoke of physical abuse, emotional dominance and lies about caring that pimps imposed every day. Examples included being burned with a curling iron, strangled and punched in the face. Pimps frequently told prostitutes how their family would be ashamed of them for being a "hooker" or a "slut" and no one other than them would be willing to care for such a woman. Alone and removed from their family and friends, these women had no money and completely depended on their pimp for food, shelter and clothing. In fact, $79 \%$ of human trafficking victims rescued in Anaheim were from out of Orange or Los Angeles counties. ${ }^{7}$ It is easy to see why human sex trafficking victims are equated to modern day slaves. The findings of our Vice Detail supported Bullough and Bullough's (1996) argument, from Routes of Recruitment into Prostitution, concerning the manner in which women fell into prostitution. "The most insidious and common pattern appeared to be young women being convinced to exploit themselves for the financial benefit of someone else. Betrayals by the people closest to prostituted women appeared to be only the first injustice in a path that is rife with violence, degradation, and extreme physical stress."

Only after this close analysis of prostitutes and their situations did Anaheim Police begin a new approach where street prostitution was considered as possible human trafficking. The recognition, rescue and helping of these victims became the most important tactic in addressing prostitution activity.

# RESPONSE 

Law Enforcement has traditionally been tasked with enforcing laws. It is no surprise that the response to street prostitution was to arrest the prostitutes. This traditional approach was narrow in scope and often didn't include the pimp at all. The standard operation was for undercover officers to pose as customers, obtain a solicitation, arrest the prostitute then repeat the process to incarcerate as many prostitutes as possible.

These tactics resulted in misdemeanor filings and a temporary relocation of the activity. However, prostitution soon returned. This rebound was actually caused by new prostitutes just arriving into the area. These new prostitutes and pimps had no idea what enforcement efforts took place the night or week before. The activity would gradually increase until the police decided to react again. Another undercover operation was conducted and the cycle repeated itself. Little if any effort was made to seek cooperation from motel managers, hold them accountable for allowing this activity or involve the affected residents and businesses.

The Anaheim Police Department took a dramatic change of tactics in addressing prostitution. The goal became to rescue women from their pimps and help redirect their lives in a more positive direction; essentially, reduce prostitution one life at a time. This was accomplished through three objectives.

- Make Beach Blvd. an unwelcome environment for prostitution activity

- $\quad$ Remove prostitutes who were working Beach Blvd. either as human trafficking victim rescues or through arrests, bookings and prosecutions
- Pursue the pimps who control and profit from prostitution activity

These three objectives were designed to address the location, offender and victim aspects of the problem analysis triangle. It is important to note that prostitutes were now being considered potential victims while pimps were identified as suspects. Although not applicable in every circumstance, this role transition was the basis of a new approach where prostitution activity was viewed as potential human sex trafficking.

The following is a review of each objective and the efforts made to achieve them:

# MAKE BEACH BLVD. UNWELCOME FOR PROSTITUTION 

A number of actions were taken to pursue this objective. A four week uniformed deployment on Beach Blvd. disrupted prostitution activity by contacting observed prostitutes and potential customers. The Community Policing Team assisted with forming a Neighborhood Watch and presented several actions to residents including the education of security officers, posted signage, improved lighting conditions, ways to create the illusion of activity, security cameras, and increased reporting to the police department. Each motel manager was contacted and received a letter expressing the community's concern about prostitution, the laws pertaining to this activity and how motel staff could help. ${ }^{8}$ Undercover Vice Investigators posed as prostitutes and pimps to test each motel's staff in identifying and reporting suspected prostitution activity. The Community Policing Team facilitated "Flashlight Walks" that included up to 80 citizens. The flashlight walks demonstrated the community's concern about prostitution, increased awareness, and disrupted prostitution activities during the events. Anaheim Police and the community's concern about prostitution were covered in the Los Angeles Times, the Orange County Register

and USA Today. ${ }^{9}$ Recognizing that many contacts between prostitutes and their customers are initially made via the Internet, the Vice Detail bought a sponsorship advertisement post on the known prostitution website Backpage.com. ${ }^{10}$ This post warned that the Anaheim Police Vice Detail monitors internet sites related to prostitution and actively investigates crimes occurring in Anaheim. The Intelligence Led Policing Detail performed an intelligence gathering operation to identify which motels had the most activity and why. This intelligence was used to prioritize and direct efforts in the most efficient and effective manner.

# REMOVE PROSTITUTES FROM BEACH BLVD. 

The following strategies were adopted to help women escape prostitution and life under the control of their pimps.

- Help women realize their situation and how they got there
- Provide services to assist with redirecting their lives in a positive direction
- Seek cooperation in pursuing the pimps who had trafficked them as prostitutes

This new approach was implemented in the following manner:
Remove the Prostitutes: Undercover Vice Investigators contact prostitutes working Beach Blvd., obtain solicitations, take women into custody and transport them to the Police Department just as before.

Begin the Transformation: Once at the police department, women are un-handcuffed and directed into a special interview room. Unlike a traditional police interrogation facility, this room is a converted office made to be as comfortable as possible. Victim advocates and volunteers decorated the room with soft color paint, a couch, love seat, attractive lamps, blankets, magazines, scenic paintings and stuffed animals.

Arrest Becomes A Rescue: The arresting investigator will explain to the woman she has been rescued from the street. They discuss the manipulation and control that placed her into prostitution and a life under someone else's control. This is generally an emotional experience and victims often break down crying once they recognized their situation and what brought them there.

Life Course Correction: The Anaheim Police Department partnered with a non-profit victim advocate organization. Two victim advocates are located within the Vice Detail specifically to assist human trafficking victims. Once the Vice Investigator believes the mindset transition from in-custody prostitute to human trafficking victim has taken place, then Victim Advocate is introduced. The Investigator leaves the room and allows the advocate to counsel and offer services to help the victim start to rebuild her life. This generally begins with a change of clothes and a backpack of toiletries, makeup and other similar items. Services offered include food and shelter, counseling, transportation, job training, and life management skills. Occasionally the woman rejects this approach and submits to her life as it is. Most often however, the victim gratefully accepts these offerings and expresses a desire to better herself.

# ARREST AND PROSECUTE THE PIMPS 

Evidence Collection: The most important priority of this new approach is to rescue these women and help prevent them from working as prostitutes again. The second priority is to pursue the men who trafficked them. After the advocate and victim have begun the process of betterment, the Vice Investigator is reintroduced. Cooperation is sought in building a case against the pimp for what he has done. Evidence is gathered including statements, hotel register records, video surveillance tapes, and cell phone pictures and text messages.

Pursue the Pimp: When sufficient evidence is obtained, Vice Investigators search for and arrest the pimp. The arrest of a prostitute usually results in a misdemeanor citation. She can literally be out working again within a few hours. Even if kept in custody, a pimp can quickly obtain another prostitute. In California, the charge of pimping and pandering carries a minimum sentence of three years in state prison. This makes the pimp's arrest much more effective in impacting prostitution activity.

Prosecution: This new human trafficking approach initially caught the Orange County District Attorney's Office by surprise. Pimping and pandering prosecutions were very rare. Only three such arrests were made in Anaheim since 2008 until this project began in 2011. Presenting newly reformed street prostitutes as victims in court brought uncertainty and occasional reluctance from filing Deputy District Attorneys. The Anaheim Police Vice Sergeant and Investigators hosted meetings and training sessions with Deputy District Attorneys to outline the new approach, its greater impact on prostitution and its capability to save lives. Prosecutors recognized the jury appeal in presenting the story of human trafficking and equating it to sex slavery. The Vice Sergeant quickly became a court expert in pimping/pandering and human trafficking. A number of successful prosecutions brought confidence and enthusiasm toward Anaheim's human trafficking filings. Such cases are now accompanied with a reputation for quality, thoroughness and jury appeal. To date, every case has been successfully adjudicated to the satisfaction of Vice Investigators and Deputy District Attorneys alike.

# ASSESSMENT 

Unlike crimes such as theft, burglary or assaults, acts of prostitution are rarely reported to the police. However, the observed presence of prostitutes can be used to infer that the criminal activity is occurring.

Calls for service continued throughout the department's efforts to combat prostitution. However, this was due in part to the awareness and reporting campaign lead by the Community Policing Team. General feedback from residents was that the number of prostitutes seen on the street was decreasing. In addition, prostitution related written complaints received by the police department and city staff dropped significantly.

However, the most significant impact of this project has been developing a new, innovative method to addressing "the oldest profession." Anaheim's revolutionary approach has been featured by CNN International, America's Most Wanted, the International Association of Chiefs of Police, the Community Services Programs Victim Services Award, Crime Survivors Above and Beyond Award, KPPC Public Radio, KDOC Public Television, the Orange County Register, the Los Angeles Times and USA Today. ${ }^{11}$ Anaheim's Vice personnel travel across the state presenting case studies as part of a Human Trafficking Investigations course.

The true human measure of this effort can only be realized by examining the women who have been rescued from human sex trafficking. Through April of 2012, the Anaheim Vice Detail has saved 29 women from their traffickers. Almost $40 \%$ have been under 18 years of age. Of those juveniles, $77 \%$ had been reported as missing. $81 \%$ of all victims had been transported away from their home counties.

Although each rescue is significant, the following two cases follow each victim through prosecution of their traffickers. These are 2 of 29 examples representing how this problem solving method is accomplishing much more than reducing calls for service.

In April 2011, the Vice Detail conducted an undercover prostitution operation on Beach Blvd. when they observed Jessica walking the street. An undercover investigator contacted Jessica, obtained a solicitation and arrested her for prostitution. Jessica was transported to the

police department and interviewed. After an emotional conversation, Jessica explained she was under the control of a violent and physically abusive pimp. She clearly showed signs of physical trauma. A medical examination discovered she had a fractured orbital socket, two black eyes, burn marks on both legs and strangulation marks on her neck. These injuries were suffered at the hands of her pimp when Jessica voiced her desire to stop selling herself. Jessica cooperated with investigators who later located and arrested him.

A CSP Victim Advocate was assigned to Jessica and provided her with safe housing, food, and a change of clothes. The Victim Advocate remained close to Jessica through frequent contacts and services. The Victim Advocate partnered with Jessica throughout the criminal court proceedings of her trafficker. With the Victim Advocate at her side, Jessica testified in the jury trial where her pimp was found guilty of several charges including attempted murder. He is now serving a life sentence.

The commitment to Jessica did not end in the courtroom. The Victim Advocate and members of the Vice Detail stay in contact with Jessica on a monthly basis. She has since reconnected with her family outside California and is currently pursuing a new career. Jessica's rescue from the human sex trafficking subculture was made possible by Anaheim's new problem solving approach.

In May of 2011, Melissa was contacted by an undercover Vice Investigator on Beach Blvd. She was arrested and transported. After a long and emotional interview, Melissa decided it was time to save herself. She provided sufficient evidence for Vice Investigators to arrest her trafficker. Melissa's Victim Advocate provided her with safe housing for the night as well as transportation back to her family in Florida.

Melissa was flown back to California to testify in the jury trial against her trafficker. She gave compelling testimony resulting in a conviction. Melissa testified that the "victim centered" approach to caring treatment she received from the Vice Investigators and her Victim Advocate were the two most important reasons she was able to escape the world of prostitution and human trafficking. Since her rescue, Melissa has successfully completed a prostitution rehabilitation program at the Dream Center and is pursuing a new career.

Problem solving includes the process of engaging in proactive and systematic examination of identified problems to develop and rigorously evaluate effective responses. Generally the rigorous evaluation of effective responses is presented as a quantification of cause and effect. Problem solving efforts normally associate actions with their corresponding impact on crime or calls for service.

The Anaheim Police Beach Blvd. prostitution problem solving project and its innovative approach to human sex trafficking is different. The project's priority is to recognize, rescue and help redirect the lives of young women being sold to strangers. Anaheim Police Vice Investigators and CSP Victim Advocates have had a positive impact. This new problem solving approach to reducing street prostitution has saved lives. The human success stories and incidents of positive life change cannot fully be appreciated through maps, graphs or charts. The publicity surrounding this problem solving approach has drawn the attention, awareness and contributions from the media, the public, faith based organizations, local businesses, other law enforcement and victim advocate agencies. After receiving presentations from the Anaheim Police Vice Detail, the Orange County Grand Jury and the Orange County Foster Care Blue Ribbon Committee initiated broad scale research projects into human trafficking in Orange County.

These examples demonstrate that problem solving methods can impact a community problem, yet also have a greater, more human effect on the lives of community members themselves.

As of April 30, 2012, 27 pimps have been arrested and charged. Sixteen were convicted and eleven are awaiting trial. Of the 29 human trafficking victims rescued by the Anaheim Vice Detail, $74 \%$ have remained free from subsequent arrest and only three are known to have returned to prostitution. Ten victims continue to stay in contact with their Victim Advocates. Two victims are returning to school, one to pursue an Associate of Arts degree and the other is striving to become a nurse. The parent of one juvenile victim has relocated to a better neighborhood and school for her daughter. Two adult victims continue to attend counseling. Two victims remain cooperative with law enforcement and are currently preparing to testify against their traffickers. One adult victim simply stated she is so thankful she no longer has to have sex with strangers. This epitomizes what our problem solving project is all about.

## ANAHEIM FACT SHEET

The city of Anaheim is centrally located in Orange County, California. In 2010 Anaheim had 336,265 residents living within fifty-five square miles. It is the $10^{\text {th }}$ most populated city in California and expects to surpass 400,000 by 2014. (http://en.wikipedia.org/wiki/Anaheim, California) Anaheim is known for the site of the Disneyland Resort, the Anaheim Angels baseball club and the Anaheim Ducks hockey team. It is recognized worldwide as a center for entertainment, tourism, and convention activities. The Anaheim Police Department currently has 350 sworn officers and 181 professional staff.

## Problem Oriented Policing at Anaheim Police Department

Problem Oriented Policing became a primary focus of the department with the selection of Chief John Welter in 2004. A problem solving culture initiative was developed to improve participation and consistency throughout the department. The following were implemented to further this purpose.

- New officers participate in problem based learning exercises as part of their Field Training Officer program. These exercises instructed new officers in the problem solving approach. Problem solving became a core evaluation anchor inside the Field Training Program rating system.
- An intra-net website, MyAPD was created to increase communications and facilitate awareness of problem solving activities throughout the department.
- The promotional process and selections of personnel for specialized details included an assessment of the candidates' problem solving experience and abilities.
- An APD problem solving video was produced using Anaheim officers and their actual problem solving efforts. This video is regularly shown throughout the department.
- The Anaheim Police Department has consistently sent officers and professional staff to the annual Problem Oriented Policing Conference.

The Anaheim Police Department is requesting assistance from local hotel/motel ownership, management and employees to address prostitution on Beach Blvd. We are seeking to increase the awareness and reporting of possible prostitution activity.

Indicators of possible prostitution activity include:

- Females loitering along Beach Blvd or adjacent parking areas
- Vehicles stopping to contact walking females
- High male/female traffic in rented rooms
- Sexual activity occurring in parked vehicles

Laws pertaining to prostitution activity include:

- Prostitution - California Penal Code 647b

Prohibits engaging in, soliciting for, or agreeing to commit an act of prostitution

- Loitering with Intent to Commit Prostitution - California Penal Code Section 653.22a

Prohibits loitering in any public place with the intent to commit prostitution

- Keep House of III-Fame - California Penal Code Section 315

Prohibits persons from allowing prostitution activity within a location. The California Red Light Abatement Act authorizes law enforcement to close premises where acts of prostitution take place

Flashlights in hand, the crowd of about 50 assembled off Beach Boulevard. It was 6:30 p.m. Wednesday and the residents were on a mission: to rid the area of prostitutes.

Along with the Anaheim Police Department, they hoped their presence among the apartments and motels that line this stretch of road would send the message that the streetwalkers weren't welcome.

Though prostitution has long been an issue in the area, the neighborhood has recently seen a rise in the crime. The dark carports and parking lots make the area an easy target, police say, and residents have been working with the department since August to address the problems.

The flashlight walk is meant to signify that the neighborhood won't tolerate this activity anymore, said Susie Schmidt, a senior crime prevention specialist with the Police Department. "If you see a potential girl, let one of the officers know," Schmidt told the residents, some of whom brought their sons and daughters.

Phyllis Greenberg has lived in the area since 1986. She said she knows all the signs that a crime is imminent. "It's obvious they're not tourists walking around in shorts," she said as she headed down the sidewalk. "It makes me very mad because I own a home here."

Gloria Falcon, 51, said she went on the walk because she's sick of finding condoms on the streets. "We're tired of the hookers; we're tired of the riffraff," she said. Others expressed concern because of the children in the area.

Veda Salazar, an assistant at a nearby school, said the sixth-grade boys are sometimes propositioned by the prostitutes. "It bothers me that I see the kids and the women," she said.

About 4 p.m. Wednesday, Salazar's daughter, Ashley, 16, was driving with her parents when a woman wearing a short skirt slowly followed a car into a motel parking lot. Ashley said she couldn't believe that someone would go that far for sex. "It was so surreal," she said.

The police were also handing out fliers to motel managers. At the Sahara Motel, Investigator Jesse Romero slid a flier under the glass partition. "If you look out your window, you'll see your neighbors in the area," he told the attendant. Romero said he had never seen such a crowd at a flashlight walk before."People here are fed up," he said.

Some of those on the walk don't live in the area but wanted to show support for the residents.
Steve Jankovich, 38, of Buena Park drives his daughter to tap class in the neighborhood each Friday. "I see the girls walking the street, and some of them make eye contact with me," he said. But his daughter has yet to notice. "I try to keep her in good conversation," he said. "She's only 8."

ANAHEIM - The work of an Anaheim police sergeant toward eliminating "street-level" prostitution has earned him recognition by the popular crime-prevention TV show "America's Most Wanted."

Sgt. Craig Friesen, who oversees the vice unit, in late 2010 instituted a new approach to combating sex trafficking and providing women - and some girls as young 14 - a new path away from a life of prostitution.

For his efforts, Friesen is one of six finalists in this year's AMW All-Star Contest, which honors innovative and effective approaches to combating crime or the outstanding efforts of other emergency responders.

Under Friesen's leadership, Anaheim police have arrested 25 domestic sex traffickers and helped more than 50 young women steer their lives away from prostitution, providing job training and counseling on social skills, said Sgt. Bob Dunn, a police spokesman.

The public can review the six people nominated for the award and choose a grand-prize winner online at amw.com/allstar. People can vote once a day every day. Voting runs through May 5.

John Walsh, the host of "America's Most Wanted," is set to present a \$10,000 check to the winner at a ceremony in Washington in May.

Friesen said if he wins, he will share the award with his vice unit colleagues, and donate the $\$ 10,000$ to charity.

## Couple indicted in pimping of teen girls

A federal grand jury has indicted a couple on charges of selling the sexual services of two girls, ages 14 and 17, in Anaheim and other cities in what authorities describe as a multistate pimping operation that may include other victims.

An indictment was handed down Wednesday in U.S. District Court in Los Angeles against Eric Lamar Wells, 24, and Tonisha Alecia Moore, 22, who is a prostitute and the mother of Wells' child, according to the FBI.

The two face a mandatory minimum sentence of 10 years in prison and a statutory maximum term of life in prison if convicted of sex trafficking of children, conspiracy and transportation of minors, according to the U.S. Attorney's Office. They remain in federal custody.

Anaheim police uncovered what officials believe was a commercial sex operation on April 23 when they spotted the 14-year-old leaving a CVS drugstore on Beach Boulevard by herself in an area frequented by prostitutes.

The girl told police that Wells, who went by "Charlie," first met her and her 17-year-old companion April 16 when the two teens were working in Las Vegas as prostitutes.

Wells told the girls that they could be making $\$ 500$ per day, and persuaded them to come to Phoenix with him and his girlfriend to work as prostitutes, according to court documents. After working in Arizona for a few days, the girls were brought to Anaheim on April 20 to sell their sexual services, according to the affidavit.

The girls were advertised through websites that portrayed them as 19-year-old women. On April 23, an ad headlined "2 New Exotic Ebony Vixens" was posted for the cities of Anaheim, Costa Mesa and Irvine under the Orange County escorts section of one of the websites, according to court documents.

According to the indictment, the night before Anaheim police spotted the 14-year-old, Wells and Moore collected $\$ 300$ from the girls after the teens met a client at a hotel in Anaheim for sex acts.

Wells and Moore were arrested April 24 at a hotel in Sacramento where officials believe they had taken the older minor to work as a prostitute, and authorities seized their cellphones and laptop computers for evidence.

The Orange County District Attorney's Office initially filed charges against Wells and Moore but dismissed the case in mid-May when the FBI, Southern California Innocence Lost Task Force and federal prosecutors got involved.

Laura Eimiller, a spokeswoman for the FBI, said authorities are seeking other potential victims and that Anaheim police continue to work on the investigation.
