## As Chief of Police of the Dallas Police Department, I take great pride in nominating Senior Corporal Gary Tittle for the prestigious Herman Goldstein Excellence in Problem Solving Award. Senior Corporal Tittle has been a Patrol Officer at the Northeast Operations Division for the past seven years. The last four years, he has been assigned to the Vickery area, first as a neighborhood liaison officer (NLO) and as of October 1994, as one of the Departments' newly implemented Interactive Community Policing Officers (ICPO).

His role as a NLO and ICPO was to transform the past decade of policing from merely responding to incidents to actually addressing community concerns and problems. In January 1992, his first project was to bring together over seventy (70) apartment/condominium owners/managers. Senior Corporal Tittles' area is predominately made up of multi-family housing and has had a tremendous increase in crime over the past ten years. His bringing together of the owners/managers revived the "Vickery Together" crime watch group that had all but died. During the next year and a half, his efforts helped to form what is now known as the "Vickery-Meadow Improvement District." This group of seventy properties, owned by different companies, is now working together to help rebuild the area.

The Vickery-Meadow Improvement District has been instrumental in assisting the Dallas Police Department in bringing the Department closer to the community. A Police

Storefront was opened in a highly populated area and manned by Senior Corporal Tittle. Through a suggestion by Senior Corporal Tittle, a $\$ 60,000.00$ motor home was donated to the Department that is used throughout the Northeast Operations Division. This motor home is used by the division crime prevention unit as well as on special assignments when an area has been targeted for extra patrol.

Senior Corporal Tittle has utilized the storefront well. Besides dealing with walk-ins, he has started a junior crime watch made up of 35 local children. He then started a monthly movie night at one of the local churches. His idea was to allow children to be introduced to police officers in a positive manner, providing "live" positive role models, as well as get some of the children off the streets. He realized that the children needed something to occupy their time and feel they are part of the community. With the support of local businesses and the coordination by Senior Corporal Tittle, a basketball program involving local children evolved. Over the past four years he has helped with Halloween carnivals, safety fairs, job fairs, Fall carnivals, neighborhood clean-up days, and a mentoring program for elementary children.

In bringing together the property owners, he then initiated a mediation program where he brought together the different security companies. He acted as a mediator between them and as a distributor of information. This has brought cohesiveness between the different security companies as well as with the Department.

Senior Corporal Tittle was recently responsible for coordinating the efforts between the Dallas Police Department, the Vickery-Meadow Improvement District, Overhead Door

Company, and Door King on obtaining eighty (80) gate transmitters. These transmitters act as garage door openers to access gates at the entrances of apartment complexes when responding to a call.

His actions over the past four years has helped to revitalize the Vickery area and reduce crime by over $40 \%$. This is a direct result from Senior Corporal Tittle listening to the problems of the community, seeking solutions, and bringing together the area businesses and citizenry to resolve the problems. I feel comfortable in nominating Senior Corporal Gary Tittle for this award; he is well deserving of such a prestigious award.
