Community members, law enforcement officers and government entities do not have a central repository which will allow them to network and learn from the experience of others working on Illinois issues. Valuable resources may not be efficiently used if individuals are "re-inventing" or not addressing problems. A user-friendly system of sharing ideas needs to be developed at the state level which feeds into a national database to expand and increase the effectiveness of the PERF POPNet. Officers from around the state have identified the need for this system. Analysis Due to the large geographic area in Illinois ${ }^{\wedge}$ statewide communication and networking within an agency as large as the ISP can be a logistical challenge and this does not include other police agencies or community projects. The need was identified through individual interviews and observations with local, state and community members involved in problem-solving projects. The need has existed for over five years within the ISP but considerably longer for outside agencies. ## Response Since the ISP has already been entering projects into the PERF POPNet database, officers considered relying only on that system. The Community Services Bureau (CSB) initiated the proposal for a PC based program to collect POP Project information. Initially, the CSB will collect all ISP POP Project information and enter it into the "POP Idea Bank". Criteria will be developed which are consistent with the PERF selection for model projects. Selected projects will be entered into the Idea Bank at the Regional Institute for Community Policing (RICP) at the University of Illinois which will serve as the central collection repository for statewide models. The statewide Resource Support Centers will also become regional repositories. Assessment The POP Idea Bank is just being implemented within the ISP. There are already over 800 ISP projects entered into the database. A task force representing law enforcement, community groups and learning institutions is working on designing the selection critieria and getting the system online within the next three months. The RICP web-site is operational at www.ilricp.org and will be linked to the Idea Bank program. The final phase, which should take place in the fall of 1998, will be to disseminate the PC program to Associate Partners of the RICP statewide. Community members, law enforcement officers and government entities do not have a network to access that will allow them to capitalize on the experience of others working on similar issues. Valuable resources are expended "re-inventing the wheel" or replicating efforts because ideas and projects are not shared efficiently. A user-friendly method of sharing ideas must be developed to facilitate an efficient response to community problems. 1. **How notified?** Officers from across the state have requested a method of capturing project information and access to it. 1. **Describe the events causing the problem. (physical setting, time of day, weather, land marks, types of businesses/residences, environment, M/Os, etc.)** Because of the large geographic area, (statewide) communication and networking within an agency as large as the ISP can be a logistical challenge. Networking with the vast number of local and county agencies and communities can be daunting. Community policing efforts and problem solving efforts are happening across the state, but there is no one repository for the types and focus of the projects, successes and strategies used in the efforts or failures and assessments of efforts. Response and Resources needed: The Community Services Bureau will be the repository of all ISP initiated POP projects and will initially enter the data from received POP projects. ISB has already developed a PC based program to capture the information. The PC based program is called the "POP Idea Bank". The RICP will provide resources for ISB to assist in the technical upgrade of the program and serve as the statewide repository for all POP projects which meet the criteria as a "best practice". The RSCs will eventually become additional sites for data entry and retrieval, with the best project going to the RICP data base which will be accessible through the RICP website. 6. SARA stands for the four POP problem solving steps of "Scanning, Analysis, Response and Assessment." Projected are planned and coordinated responses are developed by community policing officers to address problems the community presents to them. A project is developed using the SARA model. Illinois State Police officers submit a project plan through their supervisor for approval and then pursue the project plan. Upon completion of the project plan, a closure report that documents end results is filed by the officer. Copies of the project plan, a closure report are forwarded to the Community Services Bureau, which categorizes the project and enters it into a computerized data base called the "IDEA BANK." The Community Services Bureau "IDEA BANK" utilizes the information provided by the project plans and closure report to provide a searchable data base of problems addressed by the projects and narrative descriptions of each project the officers develop. Persons inquiring will be able to enter the problem subject for which a solution is being sought, and projects will appear on the screen that address the same topic. Inquiries can be made of POP projects entered by geographical area, district, officer's ID, as well as the problem subject. Also identified in each project are the partners who collaborate in problem solving. The IDEA BANK is nearing online status in the bureau. Any employee will be able to call or e-mail a request for a search of the IDEA BANK data base. With the addition of new software now being completed by the Information Services Bureau, the IDEA BANK will be made available through the Resource Support Centers. Planning is already underway to make the IDEA BANK concept available to all agencies statewide, through the Regional Institute for Community Policing at the University of Illinois at Springfield. It is expected that local community policing agencies will submit projects of their own, and be able to search the IDEA BANK for other agencies approaches to problems. Internet availability of the IDEA BANK is also being explored. It is expected that by the end of the year, the IDEA BANK software can be made available to the profession outside Illinois. It will enable other agencies to track their ideas and share them with others. With Internet technology available to instantly share the information, it will bring all community policing agencies closer together.
