## Jacksonville Police Department Jacksonville, Arkansas

In 1995, Little Rock, Arkansas was experiencing a tremendous increase in street gang activity. This criminal element spilled over into the surrounding communities including the city of Jacksonville, Arkansas. Jacksonville had a population of approximately 25,000 citizens, and was home to the Little Rock Air Force Base. The three (3) school resource officers working at the Jacksonville Police Department started noticing some growing problems amongst the youth of their schools and communities. Due to the low socio-economic status of the target area a program was developed to help decrease these growing problems. Officers started a summer program to get the youth more involved in positive activities, because the youth had little or no positive direction. It was called Police And Kids Together /P.A.K.T.

These growing problems consisted of:

- Increased Gang involvement
- Increased Drug use
- Increased violence
- Increased criminal activity

After reviewing previous crime statistics, officers came to realize that the increase of problems with juveniles occurred predominately during the summer break between school years.

Due to the lack of positive direction the majority of the youth in the target area became at risk. They sought attention and acceptance from the only influences available at the time, street gangs, which in turn leads to drug use, and violence. Thus a larger

criminal element spawned. The criminal activity affected the community as a whole. Property crimes, Crimes against persons, and general disorderly conduct occurred more readily, causing fear amongst the citizens.

Prior to the inception of the P.A.K.T. program there were no proactive means to address these problems. The only answer was reactive law enforcement response. Which caused the youth to view law enforcement officers only in a negative fashion. The school resource officers set out to help by providing a proactive choice for the parents, and youth. The officers and other officials from the police department met with parents and school officials to lay the groundwork for the P.A.K.T. program.

P.A.K.T. was created for the purpose to keep kids off the street, and to get them involved with positive activities.

# About P.A.K.T. 

P.A.K.T. was established in 1995 by the Jacksonville Police Department.

P.A.K.T. is a program designed to build positive relationships between the police and our communities children.

- The original P.A.K.T. program was designed by the Jacksonville School Resource Officers.

Upon inception, the course was provided twice a week, two (2) hours a day. The first hour was classroom instruction and the second hour consisted of constructive physical activities. The original ideas were very limited in scope and had a limited outreach among the at risk youth. These activities taught those at risk the foundations of teamwork, conflict resolution, positive self-esteem, and leadership skills. This instruction was used to form a good rapport and trust between the youth and the law enforcement officers of the community. The blend of classroom instruction and physical activity would provide the most effective and longest lasting effects. While legality and practicality were very important considerations, community values, and effectiveness were paramount.

The primary goals were to instill high value of self-esteem, self-worth, and to enhance community/police relations in a more superlative manner. The objectives set were to provide the foundations of teamwork, conflict resolution, and leadership skills.

There were limited monetary resources available to implement this program. The businesses in the community provided the necessary funding to start the program. Also,

the community leaders, parents, and citizens combined to start this localized effort to help the at risk youth.

During the early stages of P.A.K.T., officers realized that two (2) days a week consisting of only four (4) hours total was not enough. The program was only reaching forty (40) to fifty (50) youths a week.

The program was revamped, and combined with the local boys and girls club. This provided approximately forty (40) hours a week, and increased the number of youth reached to well over one hundred fifty (150) per day. The classroom time was still scheduled, however the physical activities were increased. These activities have a strong emphasis on communicative skills, teamwork, and life learning skills. The instruction model has changed from the lecturing type to more of a facilitation type.

This change in the program enabled officers to reach more youth within the target area. Thus, helping lower the youth offender rate and strengthening the community ties with local law enforcement. After having the program at the Boys and Girls Club for three (3) years. In 2007 the program was branched out to nine (9) of the local child care facilities. This year, 2008, P.A.K.T. will not only be presented to the Boys and Girls Club and the child care facilities but also to the Jacksonville Elementary summer program and the Pathfinders summer program. Pathfinders is an organization that provide specialty care and instruction to children with learning disabilities.

The School Resource section existing of three (3) officers initiated the P.A.K.T. program. All officers from the inception to present have been nationally certified School Resource Officers. The officers received no incentives, this was a combined effort to help the youth in the community The officers used a blended source of training and tactics to implement the instructional material, as well as the constructive physical activities. In the beginning businesses in the community donated funds to support the program. Now the program is completely funded by police department.
