Open Policing Data Hub

Independent aggregation service

Pop Datasets is an independent research and discovery service provided by Michael Zidar. It collects, indexes, reformats, links, and summarizes information made publicly accessible by government bodies, universities, nonprofit organizations, police agencies, open-data portals, and other publishers. It is not an official government record system and is not endorsed by or affiliated with those sources unless expressly stated.

Ownership and licenses

Pop Datasets does not claim ownership of underlying datasets, publications, policies, records, trademarks, or source documents. Rights remain with their respective publishers and rights holders. Each source may impose its own license, attribution, reuse, copyright, privacy, or access conditions. Inclusion in the Service is not a representation that a source is in the public domain or available for unrestricted reuse.

Accuracy and completeness

Data is provided as a convenience and may contain errors inherited from source systems or introduced during collection, matching, normalization, geocoding, aggregation, or summarization. Records may be incomplete, stale, revised without notice, or unavailable. Agency definitions, offense classifications, reporting practices, participation, coverage periods, and population denominators vary across places and time.

Missing data means only that the Service did not locate or include a record. It does not prove that an incident, policy, dataset, program, or practice does not exist. Apparent differences between agencies may reflect reporting and coverage differences rather than real differences in crime, performance, or policy.

Not for person-level or live decisions

The Service is not designed for live dispatch, emergency response, criminal-history checks, identification, surveillance, individual risk scoring, or automated decisions about people. Aggregate or historical data should not be used to infer that a particular person or neighborhood is dangerous, responsible for crime, or likely to offend.

Verification and attribution

Use of the Service is at your discretion. Before research publication, reporting, resource allocation, policy development, operational use, or another consequential use, follow the citation to the original publisher, confirm the latest release, review its definitions and methodology, and comply with its terms and attribution requirements. Cite the original source rather than Pop Datasets whenever practicable.

AI-generated output

ChatGPT or another AI system may combine retrieved material with generated analysis. Such output may be inaccurate, incomplete, or unsupported even when it includes citations. Verify that each cited source actually supports the associated claim, distinguish sourced facts from assumptions, and subject plans to local, legal, ethical, and community review.

Corrections and legal terms

To report a suspected error, use the data issue form. Pop Datasets may investigate or correct reports but does not guarantee a response or a particular resolution. The warranty disclaimers and liability limits in the Terms of Use apply to the Service and its data.

A rights holder requesting attribution, correction, or removal should identify the exact Service URL, the original source, the work or right at issue, and a private way to follow up through the support page.
